Well, I am all confused and just avoiding the forum for now.
When we were active and having any/all discussion there, people raised concern[^] on the topics we were discussing.
Though, I find all and any topic right now. No idea what was the issue then and why nothing is being thought of now. (I know there might be couple of threads related to mentoring or programming question but that ain't all!)

Dude, that was asking for suggestion. There was no concern at all, it was asking about how to improvement. Don't take that otherwise.

I am just sticking to not have any conversation in General India Topics for now. If I do, it would need my time (a lot of!) which I don't have for now.

Yeah, initially people did have a rather vague view of what are appropriate topics for the forum. Eventually the forum took care of this automatically. And now you can see a really wide range of topics there.
People who don't normally post so much are now actively participating in discussions. This can only be a good thing. It'd be better if newbie Indian CPians could be lured there for some kind of basic orientation (at least those that need it).
I still think you should come back. It will add value to the forum if you do that.

It can be of Security Issue but by his code I can see that the problem is regarding unknown Location,

I just voted it. No problems.
There is definitely no vote from yourself there. Are you perhaps running NoScript or have 'Run JavaScript' turned off?

The voting script (javascript) file was updated a few days ago and you may be using a cached version of the old one. Hit Ctrl+F5 to force a refresh and try again
