it isn't just one article, it seems they have been copying lots of stuff for the last two months or so. Just take the given URL, shorten it to its top level and read some of the titles, they'll sound familiar.

I wonder if that is why there was a step change in the online user count earlier this year? Would need Chris to quantify that with the GA stats, but it seems to be about 10-15K higher on average.

Since the rogue site is linking to files on CP's server, wouldn't it be easy to detect the referring URL/domain and redirect them to a blank zip file or perhaps something more interesting like a 4800 x 4800 resolution lossless JPEG of Justin Bieber.

One of the reasons we ask for members to be logged in is specifically for things like this. They can link to downloads, but unless you're a member you won't get access.

Sean, I can see that, this site is stealing MAX contents from CodeProject only (without any reference to the original article). It's now CodeProject's job to protect their assets.
