What's the purpose of the divider that reduces the height of the post text control? I was hoping it would allow me to view the entire preview, but all it does is display whitespace in the relinquished area.

Not sure what you mean. At the bottom of the text area in which you post messages is a grip that, when grabbed, allows you to expand/shrink the text area.
At least in a decent browser, it does.

I've never seen a decent browser then.
All the ones I use (FF4, OP11, CR13, Netscape, Safari,...) refuse to bring the signature/preview/options stuff higher up than the bottom of the smileys pane, so there is not much sense in reducing the edit box height (unless it had been expanded before).

So does the grip at the bottom of the text area not allow you to expand/shrink the text area?
Ravi's clarification on wanting the signature area to move up to fill the space has clarified the issue for me. That grip was meant to allow people to expand the area and it was not envisaged that shrinking it would be a common use case. I now know better, and hope that this clarifies the facts for you.

Fixed the positioning of the smilies bar so that the preview now slides up, and also added a confirmation dialog on "Cancel". Available next release.

I was writing a reply to an existing post and hit Cancel (an unconcious reponse to click the now non-existent Preview button) and lost my nicely formatted, informative and helpful reply. A confirmation prompt would have come in handy.

The solution to the question appears vertical after I submit a solution to it? Is it only happening to me I dont know but after refreshing the page it goes back to normal. I am using Firefox 5.0.

I can't be bothered looking, but this was reported here a few days ago. Several of us have experienced it, but as you discovered, a refresh fixes it.
