Because getting paid $1/thousand spam posts is actually a decent way to make a living in kerbleckistan. As long as there are parts of the world with crushing levels of poverty there will always be people willing to manually post spam for a pittance.
Did you ever see history portrayed as an old man with a wise brow and pulseless heart, waging all things in the balance of reason?
Is not rather the genius of history like an eternal, imploring maiden, full of fire, with a burning heart and flaming soul, humanly warm and humanly beautiful?

why i am not getting any replyse[^]
In this answer, the member[^] who asked the question replied: Bull sh*t !!!!! No questions are foolish only answer can be ! this place is a hell of some mad fellows.
What should the action be?
[Edit:] While pointing finger to others for not answering questions, this guy has asked 63 questions, (and got a decent amount of answers), but haven't provided a proper answer for any questions. His only answer was a "thank you for your reply" comment, given as a solution for one of his own questions.

Thank you very much; I remember: the posts of this guy were quite irritating in general, before he started to freak out.
I must say that I saw cases which were even worse. Maybe I have to report some, too…

Hey Chuck, I am not trying to insult you by sticking out my tongue. I'm merely showing that I think whatever you said is amusing.

Thank you for reporting this case. The posts of these guy were quite irritating in general. Good riddance.
I only have a little note on your argument. You should not blame anyone for not answering questions. It's perfectly OK if someone only asks questions and never answers. You cannot expect it from someone who rather needs help. Not trying to answer is only a good thing for most members. I think you would agree with that.
Thank you,

Good point.
I think I freaked out too... because he freaked out.

No, you were perfectly correct in general; that was just a little logical incorrectness I noted on. Not falling into the flame war, it is important to oppose what you think is wrong, and it's important to do it in a logically correct way. You post was absolutely natural and fully reasonable.
Your complain was a useful precedent (did you do it before?); it's good to expel the members with such attitudes, ignorance and impudence.
I don't think the problem is personal offense of something like that. It happens. The problem is the systematic contamination of the Web space of the site, setting a bad model for other members, distracting attention from decent members who really need help, can use it well and hence deserve our help.
After all, the problem is the damage to the prestige of the site and ultimately, lowering of the value of our activity.
Honestly, I faced even worse cases but hesitated to report them here as they were not explicit commercial spam.

I feel stupid reporting this member[^] (and I use the word member advisedly) as he spammed here[^], surely the one place it is going to get picked up

The other likely place to be picked up is in this forum.
