I went through some of his questions and answers and I agree a lot of them look pretty bad.
The worst ones are probably were he asks a question, posts a solution only containing a link and marks that as an answer. Here is an example:

I don't automatically upvote your posts (a rep for you seems a little redundant) but I got a chuckle out of that, fresh meat indeed!

This place is A-OK for such a report. Would you be willing to allow the author to post an alternative article and clearly state what changes they have made to your code? My impression is the author merely needs some education on plagiarism.
