I saw him earlier - he'll be back, I'm sure this was his second try at the same question.
Silly person can't even open a ZIP file to get at the source code for a password hack tool so I'm not expecting much in terms of IQ.

Yes. 5 members who have sufficient rep to remove a member will close that member's account.

If you check the user and his Questions & answers you will know. But as you ask...
Do you think to write things like:
"ffffffffffssssssfsfsfsfsssssssssffffffssss" or to repeat over 100 times the same sentence without a line break is normal behaviour?
If you can not see them anymore is probably because other users have reported them and got deleted. What gives you the confirmation that he was not doing it correctly.

As an idea, when you post a report here, please try to give a link to the messages as well as the user - that way it is quicker to get to the "offence" and both stand a good chance of removal. At the moment, since the user is gone, we can't check (and report if necessary) the messages as well.
