I agree that his votes seem a bit (ok, a lot) silly and I've reported him as well, but he has such a low reputation and a seems to rarely participate on the site, so I wouldn't worry about him too much. Cheers.

Nice catch.
They fixed a bug in the system about a month ago that could explain this. I have not seen any official post about this, so I don't know if that is the sort of thing they don't want to talk about.
For him to get that many points right around the time he signed up, he must have noticed the bug and exploited it.
My participation points are also inflated due to this - I don't remember by how much (maybe 600 points), but I figure they are going to correct it with one of their adjustments some day.

You are correct, but if you look at his profile, you will see that he has only been a member for 2 months. If you then look at the graph with his reputation history, it appears his points shot up to around 1600 on the first day.
