I read it as he was looking for "open source" code for Photoshop. Since Adobe released the original code for 1.0.1, that's what I gave him.
If he's looking for something LIKE Photoshop, there's always Paint.NET, which you get the source for for free.

Unfortunately, Paint.NET is not like Photoshop, not even close. But GIMP is. In some aspects it is better than Photoshop, in some, Photoshop is better: it has more extras and covers more pixel formats.

Apparently you can only get the old source to Paint.NET nowadays. Apparently, someone was ripping off the project and trying to pass it of as their own; even going so far as to rip off the plugin contributors.

Apparenlty you can still get the vast majority of the source, just not the resource files for the application text and images. Though, the link for getting it is buried somewhere, or you may have to ask the guy for it specifically.
