Hmmm... I am not sure that is spam. I think he is trying to hire someone to do some work (whether he wants to pay for it or not).
So I don't think it is spam, but is it abusive?

Corrected. Thanks!
Whether I think I can, or think I can't, I am always bloody right!

Its obviously not spam, but after many such posts i am still confused why to consider it as an Abuse? Further, it would turn out to be a great idea if we have dedicated forum for posts related to such work related inquiries. Any views on this?

Don't see any reason a for separate forum, after all this is Spam and Abuse Watch. In my opinion it's nice to see all this kind of messages in one place.

After your edit I see that you're after a job offer forum. Well, that could potentially be a good idea... Guess it's up to Chris.

I think he means a forum for people to offer to pay for work...

Why? There are dedicated sites for that: vWorker.com for example.
What would we add? More idiots expecting a complete word processor written for $0.39? Or more idiots offering to write it for $0.38?

I accidentally reported the tip as plagiarized. The names with the original article and the tip in the moderation queue most likely refer to the same person. So this should not be reported as plagiarized.

Yes, it does.
But...did you check the names?
Yoldas Askan, Nuclear Strategy, Inc.
and
Yoldas77
I'd assume that these are the same person.

Good point, upvoted. I had trouble viewing the PDF. However, I'm not sure if this falls directly into coding category without any implemenation...

I'd agree - hence my vote of "unclear or incomplete".
But I don't think it's stolen, just not implemented yet.
No point in dumping the account!

I'm going to report this, because I think it's going to be spam...
This: http://www.codeproject.com/script/Articles/ArticleVersion.aspx?waid=139891&aid=815844[^]
From this: http://www.codeproject.com/Members/techboutique[^]
At the moment, I can't see any links, or other spam, but... the "virtual organisation" he speaks of has the same name as the user, the user joined today and this is his first post, and there is sod all else there...
It just smells bad: there is no article (or even tip) there, and I suspect that it'll be expanded to include links if it gets published. Can't see any other reason for it...
